The problem is that IF players are allowed to sell their gear, there's nothing to stop a school's booster from paying players thousands of dollars for cleats. Then, when recruiting, the school's coaches can make it clear that they have a "program" set up that will bring in extra cash for the player.

That sounds far-fetched, but the NCAA rulebook has to cover far-fetched issues.
