I've got to say that I think this plan would work pretty well.

I would also amend the NCAA handbook to make sure one program within a school doesn't suffer for the actions of another. Right now, a major violation in one sport leading to probation can result in more serious penalties in another sport if someone on that team commits a violation. I don't see how that makes any sense. Yeah, I know the same officials are over all the programs, but if the AD is not doing a good job in the athletic department then the AD should be punished, not an individual program.

I like it but, seems #4 needs some work. This penalty would become less of a deterrent for players as they progress through their college career. Expected high draft juniors could go wild their junior year and escape punishment unless the NFL agreed to limit offending players' eligibility for the draft or required them to sit out for some period (the NFLPA would pitch a hissy fit against that). Even worse, the Reggie Bush case would have little, if any, personal affect on Reggie Bush outside of the Heisman trophy return.
